I plan to use the iPad mainly abroad so I just want the Mini LTE at 460$ with no contract with ATT, Verizion, Sprint...

Question: if I walk in an Apple store in NY will they sell it to me???

Yes, they aren't tied to a contract at all. Anyone can buy them without activating a contract.
