iPad mini iPad minir LTE want start

Purchased this afternoon from apple store, after installing a couple of necessary apps IPad won't start it is stuck with the circle rotating. Try'd hard reset it restarts after the apple logo disappears it's stuck again with the circle rotating.

So frustrated, Try'd to restore through iTunes and of course iTunes want detect the iPad.

That isn't bricked. Bricked is when the device shows no signs of life at all. Put it into DFU mode (Google it) and it'll restore.
