iPad photo questions

I picked up an iPad 2 today and have hit a snag... On my iPhone I have 8.6 gigs worth of photos but when I go to sync on my iPad it say thAt there are 19.2 gigs worth of photos. Does the iPad make the photos bigger? What's going on because it is exactly double of what it is on my iPhone
