I know the limitations that the iPad has with sorting pictures on the device.
I have an iPad Mini that I'm syncing to my Windows 7 home computer.
I've been using a application, EXIF Date Changer, to alter the dates so my albums are sorted the way I want them on the iPad. So far, after I update the dates and add the folder to the iPad, all is good. Images are in the order that I wanted.
Today, I'm using the same procedures, put the files in correct 'name' order, use the app to adjust the EXIF data and sync to the iPad. But now, the images are not ordered properly. I can't even figure out the order that they are in! It's not by Name, Date Taken, Date Created or Date Modified. (I've sorted the folder on the computer by all fields and none are the order on the iPad!)
I've rebooted the device, I've deleted the iPod Photo Cache folder, I've updated the EXIF app.
I'm not sure where the problem is (could always be 'user-error'), but any options would be appreciated.
