In some apps, particularly in messaging and web-based bulletin boards, I've noticed what I'll call a type of flashing or flickering effect, where a localized area, say 1cm x 6cm, flashes quickly, behind some frames as they appear. The last time I saw it I paid particular attention to the area and it seemed to be rectangular in shape and wasn't connected to any images or content below the area, from what I could see.

That almost certainly has to do with the local dimming zones in the Mini-LED display.
