Quick question - if you buy a Cellular iPad (e.g., iPad Pro 128GB) -- can you leave the iPad Cellular off and only use/pay for it when you need to use it?

Example: can you buy an iPad X Cellular and not be charged anything from your wireless carrier unless you choose to use it?
 
Of course. I have a cellular iPad Air 2 and I turn off the cellular all the time when I am at home with WiFi. Technically you can still leave the cellular connection on and when you connect to WiFi it will take over your cellular just like an iPhone but I keep it turned off just to be on the safe side.
 
I turn it off too when I'm at home with WiFi. When I go outside, I turn the cellular data on.
