All iPads Ipad question about icloud linked

I was thinking about buying an ipad off of eBay cheap but it's linked to an icloud account with a lost passcode/password. Is there a way to unlock it?

Either people are getting more clever in their search for a way around iCloud lock, or they are getting smarter about buying on eBay. Good question OP.
