iPad refurbs come from China?

My iPad 2 refurb just shipped and according to Fedex, its coming from China. I find this odd that Apple would ship tablets back to China to get re certified.

Why odd? Factory in China has all the parts and all the tech expertise needed to deal with them just as it's supposed to be done.

Yeah, since they were made in china surely that's the best place to have them refurbed
