I am not seeing the translucency on my quick toggles, lock screen, notification center, etc... Is this how it should be? My wife's air shows it and I assumed the rMini would too?

A reboot didn't work... Any thoughts?

1) Is it jailbroken and did you install any tweaks?

2) If not jailbroken, do you have some options saved in Accessibility that could be causing the effect (high contrast or certain iOS 7 effects disabled). This could possibly be a hold over if you set up the iPad using a previous back up and not as a new iPad?!?

Good call. Probably the high contrast option. I'll confirm in a few. Thanks!
