Can I build an HTML dashboad that links to local files on my iPad (basically just a fancy html and javascript page) and view it with safari on an iPad without it being an actual app? In other words can I view an html file using the browser on the ipad like I could on a computer without actually having a webserver?
 
No, Safari on the iPad doesn't have any means of displaying a local file. You'd have to build an app to load the HTML pages, at which point you could probably find a better way to display them.

It's possible one of the reader apps could do it, which usually display text files and the like, but I don't know if any of them support HTML.

Gusto is a text editor that has built in preview (using the built in Safari/Webkit, from the looks of things).

It also has direct connect/publish with FTP. Pretty decent little utility for quick fixes.
