I haven't noticed this on my iPad before so I thought I'd ask here. Currently my iPad is at 68% on it's charge. when I plug it into my laptop via the USB cable it show "Not charging" next to the battery indicator at the top. Why would it not charge?
 
I thought about that but the iPad is showing that on every USB port on my laptop. It's a fairly new laptop. Dell Latitude E6410

The laptop is in a docking station as well. If I try the USB ports on the docking station I get the same thing. It seems weird that none of them would be able to charge it.

I also have an iPod touch 4G, it charges fine.
 
Sounds like you have all low power USB ports.

Your iPad will still charge, but only when it's sleeping and your laptop isn't.

Charging Tips
The quickest way to charge your iPad is with the included USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port. When attached to a computer via a standard USB port (most PCs or older Mac computers) iPad will charge, but only when it's in sleep mode. Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
