I have an iPad SIM, and I was wondering can I use it to activate my iPhone 4? My ip4 is currently hacktivated and I wanted to upgrade to 4.3 without hacktivation.

Any AT&T sim should do the job. The iPad should work fine.
If you need an unlock upgrading now is not a good idea.

Yes, any AT&T sim.
Prepaid, post paid, deactivated, ipad sim they will all activate it.
