All iPads iPad with 4G

I am pretty sure I know the answer to this already but I would like to make sure anyway. If I buy a 4G iPad on ebay I do not need to activate it with a carrier correct? I can still use it wi-fi only.

If so, I also want to make sure that I could activate it with a carrier and go month to month (no contract) correct?

You don't need to activate at it at all if you onto want to use wifi . And yes you can use it on a carrier month to month
