Are there any security risks involved in setting up and using an iPad without an Apple Account on it? Am I correct that they will still get security and software updates?
 
No Advanced Data Protection. If someone has access or gains access to his iPad, any personal data on the iPad is at risk, unless he has third party apps locked down individually.

Yes and since the OP is using the iPad without an account, there is no protection of data outside of third party apps he may use.

So ADP only applies to iCloud data, and OP wouldn't have any iCloud data because they'd have no iCloud account.

How is the local (not iCloud - there isn't any) data security compromised ?, given that
