When installing the latest update (8.4.1 I think), my iPad Air got stuck about halfway through the progress bar. I waited over an hour and it didn't move, so I force restarted the device and tried to apply the update through iTunes. It also got stuck on the same part.

Thankfully I have a backup from a few days ago on iTunes on my computer. So I used iTunes to restore the iPad to factory settings, then told it to restore my backup.

All my settings are back, my wallpaper, photos, emails.. but none of the third party apps.
On iTunes, on the Apps tab, it shows all my apps there, and they say they will be installed. But it never happens..
iTunes is stuck on "Waiting for sync to start" and nothing ever happens.

I tried disconnecting the iPad and plugging it in again, I tried restoring to factory and restoring the backup again, but the same thing happens.. the apps are there forever waiting to be installed.
What do I have to do?
