My finances are limited so I'm looking to buy an older ipad mini. I am unsure as to which one will get me the biggest bang for my buck.Input appreciated. Thanks in advance!

Literally the only difference between the mini 2 and mini 3 is Touch ID and in app Apple Pay. Everything else (CPU, screen, battery life, connectivity, etc...) is exactly the same. Unless you can get a 3 for the same price, I would definitely recommend the 2 as the best bang for your buck.

The iPad mini 2 and 3 are virtually identical. The main difference is the iPad mini 3 has touch id. Either would be great, but I'd recumbent avoiding the iPad mini 1.

Definitely avoid the first generation mini. It has a 4 year old CPU and a very low resolution screen.
