iPad Ipad4 scrolling issues and magnifying issues?

Not sure where to post , either ipad or OS?

I have recently been having issues with my ipad screen, scrolling issues and the screen expanding while scrolling. It also pauses when scrolling. Then all of sudden scrolls fast.

This seems to be while using Safari. It doesn't seem to happen with individual apps. At least I haven't noticed.

Any ideas or solutions or why?
