Does the Photos app in iPadOS 13 finally have keyboard shortcuts? For all the talk of iPad’s being “real computers”, I still can’t believe they didn’t have any keyboard shortcuts in iOS 12 at all. Like, you couldn’t even use the arrow keys to move between photos! It would be awesome to sit back and flip through photos with the arrow keys and hit a key (like period on the Mac) to favourite them as you go through.

Not really, I'm afraid. I share your frustration as I have my keyboard attached 24/7 and would like to use it more too. You can use the arrows to flick through pictures if you have a collection of some kind open but that's about it, as far as I can see. There's no keyboard cheat sheet if you hold down command.
