I had the same problem last night. Found several ideas to fix. However, this morning all bookmarks in the bar returned.I just noticed this occurring with my Safari on iPadOS 14.5. I updated yesterday and Safari was fine until a few hours ago. Now I am unable to see my Favorites bar in Safari. I also do not see my favorites listed when I open a new tab or tap in the URL.
Have tried restarting and checking my settings. Nothing seems to help so far.
I updated to 11.3 and wondered what happened to my Reading List. The list in the sidebar was complete, but there were only nine icons on the Safari Home page. I fiddled around for a while and it was then I discovered that the very tiny and almost invisible "Show More" button became visible on the right side of the screen if I hovered over the Reading list name with my mouse. Simple enough when you find it, but it is not very visible unless you already know where to look.Since updating 14.5, I can no longer view my favorites or bookmarks always visible in iPadOS Safari. Anyone else having this issue? Is this a known issue Apple is working to resolve?

I restore from backup, they come back, I wait 30 seconds, they're gone again.Quick update on a resolution to this. I am thinking the update impacted how bookmarks are handled in Safari on iPadOS. The favorites folder Safari is expecting favorites to be under was different from where my favorites were currently listed. I moved all my bookmarks to the folder Safari wanted and they became visible again on my Favorites Bar.
Little annoying, but happy to have everything working normally again.

I'm having this same exact issue. How did you go about moving all your bookmarks from "BookmarksBar" to "Favorites?" It doesn't appear that you can just drag and drop them. And I have iCloud bookmark syncing turned on, so will this then mess up my bookmarks bars on my other devices?Best I can tell, it put all of my bookmarks that were previously in my Favorites bar into a folder called “BookmarksBar”. I then had to move all of those back to the ”Favorites” section (only one with a star icon) for them to show up in the bar again.
Apparently ”Favorites” is the new “Bookmarks Bar”.
