This is sort of difficult to explain.

I have two M2 iPad Pro 12.9” iPads. Until yesterday, one was on 16.0 and one on 16.1.1. On the iPad with 16.1.1., I noticed that when I scroll up and down on a web page while the iPad is in dark mode, the screen brightens a bit and then dims back down. It produces sort of a mild flashing. I think that maybe it has to do with the menu bar at the top of safari shrinking and expanding when scrolling but I am not sure.

So yesterday I arranged to return the iPad so that I could just go back to my 2nd generation Pro that doesn’t have the issue. This morning I was using the other M2 iPad and noticed that overnight it updated to 16.1.1. Now that it has updated, it too is showing the exact same symptoms.

My old 2nd generation Pro 12.9 does not have this issue, even though it is on 16.1.1 as well. Both of the M2 iPads are 1TB.

I know I have done a pretty poor job of explaining this. I am just wondering if anyone else has seen this on an M2 iPad Pro 12.9 or 11. I may still return the new iPads. I haven’t decided yet.
 
This reminds me of this thread: Is yellow smearing when scrolling normal?? Not sure if it's the same issue you're seeing, but sounds pretty similar.

Some M2 users had yellow smearing in dark mode after upgrading to iPadOS 16.1. It was fine on 16.0 if they were lucky to receive an iPad shipped with that version. That issue has been fixed in the 16.2 betas and RC, so I wouldn't be surprised if your issue is related and will be fixed as well. Supposedly 16.2 should be released later today (or you could upgrade to the RC).

I did notice that yellow smearing. It went away when I turned off either True Tone or Night Shift. I can’t remember which one “fixed” that issue.

I am not sure how well it will show up on a video but I will try to get one if 16.2 doesn’t fix it.

It's a software bug as the above poster has stated. I'm waiting until 16.2 drops and confirmation that this issue has been resolved before i update my 12.9 M1 to iOS16
