I don't know why nobody seems to have this issue, but since the very first beta of iPadOS 16 back in june I have touch control and swiping issues on all the iPads I installed the beta including the M1 and 2018 iPad Pros and the iPad Air 3 more recently.

The issue is in many situation, when I want to scroll up and down on the menus (like the settings app) it freeze and select options I don't want because it registered as a selection rather than normal scrolling. Same thing when I want to close apps in the app switcher, many time it don't register and I just open the app instead of swiping them up to close them.

At first I thought it could be an early beta bug as expected so I wasn't very worried about this, but because it was so irritating I uninstalled the beta on both iPad Pros. But now, I wanted to get another try and installed it on my Air 3 and this bug is still present. At this point I begin to be a little worried. So late on the beta cycle I think this problem will be present on the final release. Its important to note that this never was an issue on my iPhone, only on iPads.

So anyone else having this issue?

I have the beta installed on my iPad Pro 10.5 model, which barely sees any use, NOT because of the beta, but because the screen glass is broken and instead of paying $459.00 to replace the screen, got an iPad Air 3 and then by luck and luck alone got the iPad Pro 3rd generation 11 inch with the magic keyboard, but never had any issues with the beta on my iPad Pro 10.5
 
I have this issue for so long and happens so many times it annoys me to hell. Unfortunately, the only workaround is restarting device, which will fix it temporarily.

That problem only pops up in iPadOS 16.1, not earlier versions. And since then, Apple hasn’t address that bug throughout the entire iPadOS 16.1 beta period to this day.

What’s worse, it happens randomly, thus incredibly difficult to reproduce.
 
YES! I had the same exact issue from the first few betas of iPad OS 16. It resolved itself after about the 6th developer beta. this was one of the most irritating bugs encountered with the Beta program. I sent in feedback about this several times, all without any response. I thought everything was fixed until the latest iPadOS 16.1 beta. The issue has now returned. Restarting does not resolve the issue for me.
