I was wondering why my custom arrangement in landscape was appearing different on my iPad. It appears that you can have different arrangements along with widgets being placed anywhere.

I also noticed that if you have two large widgets on the top left and middle, then two medium widgets on the left, it will neatly arrange it in -portrait mode where it will have two large widgets next to each other and the medium widgets will be beneath them side by side instead of being above/below each other.

unless apple made these changes before, I just remember using Home Screen widgets would mess up my layout depending on its orientation
 
I don’t have the beta installed yet, but that behavior doesn’t sound like it’s anything new. It has been that way since widgets came to the iPad. You could arrange your layout in portrait mode, then flip it to landscape mode and rearrange it again. It would remember the layout for both orientations.
