iPadOS cannot find text in PDF using safari

I have an issue where when i have a pdf opened in safari I try to search for text using keywords and it does nit work.

the count shows in terms of matched words but when I try to tap on the arrows it doesn’t bring me anywhere and the count then shows 0.

this works on iOS with my iPhone.

it seems specifically for searching PDFs as I am able to search on webpages fine.

anyine else have this issue ? Using iPadOS 16.1
