So Calif
Got the new 11 and did an iCloud restore using the old SIM from my 7+.
Contacts did not transfer - got everything else transferred fine.

What can I do ?
 
Very likely that Contacts in the Cloud came over. Possibilities...

- Contacts saved to the phone/sim did not come over.
- Contacts associated with multiple ‘accounts’ and not all accounts loaded with Contacts synced.

My $0.02:
Find the best ‘list’ of all of your contacts, export to a .csv file and then import into your MAIN email account. Clean up as needed and then only sync Contacts from THAT email account. Make sure in Settings - Contacts that the correct email is assigned. I think it will be automatically if you only sync Contacts from a single account.

I have 1 Yahoo account, 1 iCloud and 2 Gmail. I sync Contacts from just one of the Gmail accounts. The rest just bring in email.

Are phone contacts stored in the Mac when I backed it up before I got the 11 ?

It is all about how you have it setup. What are your Contacts backed up to? Do you have some Contacts backed up to a computer and some to an email account? Without knowing this type of info we can only give you what could be bad advice.

This is why a good solution is utilizing only ONE email account for Contacts. On any of my devices I can turn off Contacts and it will remove them all and then turn it back on and they all come back.. in seconds. There used to be an issue (may still be there) where iOS would pick the account it would save Contacts to versus where you think they are being ‘stored’.
 
It may not be the easy solution but if you have Contacts stored in multiple places/to multiple devices.. it may be worth exporting the largest list and then supplementing it with the other sources manually.. then import that into a fresh email account.. then that becomes your source of truth.

If you open the .csv in Excel you can add the ‘missing’ Contacts by adding their info to the appropriate column.
