I can't seems to get info if 11 has the same improved Face ID as 11 pro.

Does anyone know?

I honestly want to say this is a result of iOS 13 and not new hardware. Apple is being willfully ignorant by omitting this and letting customers think it is hardware driven.

So, iPhone xs max also have the improved face id?

Well according to photo leaks the new iPhone seems to have new hardware, namely a wider angle dot projector. Whether this is reliable though, I cant tell you

11 has wide-angle camera at the front. I recon this plays role in this aswell.

(To my understanding Face id works in sync with the front-facing camera and dot protector)

If this was the case so many people running the beta version of iOS 13 would have said something.

A screenshot on Reddit of the Apple Support was showing that it's indeed a hardware feature - the new iPhones have faster Face ID compared to Xs on iOS 13.

Did apple change anythung about face id with ip 11. I mean, Xr/Xs even if face id was not used - ir beams were shot on user (according to one of threads here). So, is there any chancebthat with ip 11, one can completely turn off ir scans??

They only added multi-angle support and made it faster. Why are you concerned with the IR beams?

Are you concerned about gamma rays as well?

And 12 MP camera.

I think someone posted that they also tweaked the distances it works at. This would be a boom for me as I often hold the phone a little too close to unlock.

Just think about what apple has stated. 30% faster, more angles and distances. Does this sound software driven or hardware?

The iPhone X, Xr, and Xs all have 7 mp front cameras while the iPhone 11s all have 12 mp front cameras. It just makes sense this change along with iOS 13 results in better Face ID performance.

I think Face ID sucks on my iPhone X, way too often I have to enter the passcode so I look forward to this improvement.

Faster could be the A13 and/or iOS 13 tweaks, but wider angles and longer distances doesn't sound like something you could implement with software/firmware. We'll see when the teardown is posted.

I'm disabled and in a wheelchair and I cant lift up my phone, I am still using an iPhone 8 because of TouchID but I am very eager to upgrade but I'm not sure if the 11 Pro would work for me laying flat on my wheelchair tray. I've tried with an Xs Max but it hardly worked for me...

Did you know the Apple Watch actually has a wheelchair capability as well? If you don’t own one, take a look at it, it might be useful for you in your situation.

Unfortunately, I doubt it. I personally haven’t noticed much of improvement in angles with the 11Pro vs. the XS. If there’s and improvement, it’s certainly minor. Flat on the tray will probably require the top of your phone to be elevated at a slight angle towards your head.
