iPhone 11 iPhone 11 Not Working (Twice!)

My friend got an iPhone 11 (upgrading from a 6S), and after installing from a backup, none of the apps worked. The camera app won’t open, messages won’t load, etc. He returned the iPhone 11 and got a replacement unit on the spot. The second unit has the same exact issue. I’m wondering if anyone else is having the same issues?

I’m hoping the iOS 13.1 update will resolve these issues. I can’t understand how two brand new iPhone 11s would both be defective.

Sounds like possible corrupted backup or iCloud hiccups. Restore the device and set up as new. Sign into iCloud to sync back all your data. Download a questionable app and test. If it is fine, download all the apps manually.
Users have had issues from restoring from iCloud backup either message or notification issues.
