I’ve had my internet go out rarely but each time I’ve been able to successfully connect to my iphone’s personal hotspot, however each device does not receive data.

my power is currently out and I am able to connect to the internet just fine using LTE, my ipad and Mac both are able to join the hotspot network but both receive no data and all attempts to connect via safari result in a time out. Mobile hotspot did work a few months ago when I connected my phone to my Mac via a usb cord.

Does anyone have any idea why mobile hotspot wouldn’t pass data on? My phone was rebooted multiple times, is running the latest public version of iOS, it has an active cellular connection and tethering is enabled on my plan.

Edit: I was able to connect my iPad to my iPhone via Bluetooth (Wi-Fi off, Bluetooth on) and was able to load a website on the ipad. Still fails when loading it via Wi-Fi.
