You’ll just have to set Perspective Zoom: Off.

You can turn off reduce motion, which also will turn off perspective zoom.

Or, when you set the wallpaper, tap this icon right here and turn off perspective zoom so that your wallpaper won’t interact with your phone movement while you’re holding it.
