Wondering if it’s safe to place an order if it’s not yet approved by FCC.

It's not like you have a choice. You can't place an order for the Max or the mini until it's authorized by the FCC. It's likely both models were delayed in terms of design, validation, and submission. That's why both of them have yet to receive FCC authorization.
