iPhone 12 pro wallet missing the ability to add cards and not receiving notifications for any apps

I setup my new iPhone last Friday and restored from my 11 everything seemed to work fine until I realized I wasn't being notified for any of my apps. I checked in settings and they are turned on and allowed. I also cannot get my Apple Card to appear in my wallet I tried Apple's support steps and reset my region etc with no luck. Anyone else having this issue or know of a way to fix it?

There is a front page story about missing notifications and I also have that problem. Raised it with Apple support and they either don't understand the problem or have no solution currently.
