iPhone 12 problems with messaging bar apps

My daughter's iPhone 12 has been having issues with the memojis, animojis and other options that are typically available in Message. Some of the buttons aren't responding. We tried restarting the phone and that helped one time and it started doing it again. If you touch the button it shows that it is selected but nothing happens. Currently the photo button is working but the other message bar apps such as gifs, animoji and memoji aren't doing anything. It looks like the software is up to date. Any suggestions?

For anyone else that has this problem it looks like it was a screen time locking the apps out. The screen time settings effected the message bar apps even though they are not listed as options. I turned the screen time setting off and everything works fine now.
