Looking at the upgrades this year, it seems to me that the iPhone 13 Pro was the winner this year. From the 12 Pro:
  • 120hz vs 60hz
  • Larger sensor main camera (Only 12 Pro Max got this last year)
  • 3x Tele camera
  • Improved wide angle camera
  • Improved battery
So basically, the same upgrades the 13 Pro Max got, but with the addition of the main camera upgrade. 12 -> 13 (non-pro) seems relatively weak by comparison. 13 is still a great phone, but I wouldn't see a huge reason to upgrade, other than battery.

Last year the upgrade to Pro from the base 12 was pretty weak - 2x tele camera, Lidar and some software tweaks. This year I feel the jump to pro is actually worth it.
