iPhone 13 Pro Max doesn't update cities in Weather

Wondering if anyone comes across this issue. But seems like I cannot update (add/remove) cities to my Weather app anymore. It got stuck with one deriving from my current location and the other one is Hanoi. I tried removing "Hanoi" and add something else and it keeps rolling back like reading from a Norton Ghost. It's a iPhone 13 Pro Max running 16.0.2.
