iPhone 13 Pro will not give sound or haptic notification when screen locked (iPads and Macs do!)

My iPhone Pro 13 will not offer notifications for Messages when my screen is locked. I get sound and haptics just fine when the screen is awake. All the other iPadOS and MacOS devices in the house work fine, just this iPhone. It worked fine when it was my iPhone 12 Pro. It's consistently happened when I upgraded to iPhone 13 Pro. Two things. I do have the public beta profile on this phone and will add the public betas. The issue I am landing on is that I have a profile required by my employer for HIPAA/PHI and management issues if my phone falls into enemy hands. I was troubleshooting with Apple, and the Messages app was not visible in Focus/Do Not Disturb on iOS, but it was visible on MacOS. Even when Messages is added to Focus, it fails to work on this particular iPhone. Apple Support wonders about the profiles, especially the employer profiles. I am seeing a few instances of notification issues on iPhone 13 Pro here but no real theory or solution. Any kind souls have ideas?
