To me, I think Apple is really upgrading the iphone 13 to iphone 14 plus, and iphone 13 mini to iphone 14.
They are playing this "naming" trick, to make consumers think they are getting the larger version, so people are more willing to pay the $100 extra. If Apple were to name them iphone 14 mini, iphone 14 for this year's release, people may be whining about the extra $100, and may not be willing to upgrade.
If you think about it, iphone 14 is really the smallest version just like the previous iphone 13 mini. The iphone 14 plus is the next larger version just like the previous iphone 13. Sure, it has a larger screen, but many previous launches also increase screen size without increase price.
 
iPhone 14 has the usual 6.1” display. iPhone 13 Mini was 5.4”. But I would be okay with them making the Mini the standard iPhone.
