iPhone 14 Pro Max - iMessage / phone calls don't vibrate

I keep my phone in "vibrate" mode 99% of the time. I have checked Settings for both iMessages and Phone, they both have "Sounds - Vibration - Alert" enabled for Notifications, but the phone does not vibrate at all when I get a text or incoming call unless the phone itself is in "non-silent" mode (whatever that is called).

It has been this way since I got the phone new in November, on iOS 16.1, 16.1.2, and now also on 16.2.

Any thoughts?
