Has anyone seen an App that would allow an iOS to iOS voice call without a connection to the internet?

The senario is say out camping where you have no network connection (no 3G, no WiFi), but you have 2 iPhones. Would it be possible (over bluetooth - or using a personal hotspot) to communicate between both devices directly?

This would also replace many bike to bike motorcycle communications systems that start around $200 and go up. 1 less device to carry.
