Hi,
I'm on O2-UK and I'm having an issue with my 4S. Once I go onto 2G (GPRS or EDGE) It never seems to go back onto 3G (Even when in 3G coverage zones) unless I go into aeroplane mode and then out of it.

I never had this issue with my iPhone 4.
 
Haven't noticed anything like that, for me it works great for the phone to go back and forth automatically!

Could it be your provider that is the cause? Call them up and ask them if there is anything funky with their cellular network and tell them about your problem, if they don't have any problems i'm guessing your phone is not 100% fully functional and should return it.The new antenna on the 4S should change back and forth without any issues what-so-ever, without dropping calls too.
