I just checked apples developer page and it seem that to get the 3.0 SDK one no longer needs to be enrolled in the iPhone developer program. As such it is a free download!

That's because it's now been released: the pre-releases were only available to paid developers but final releases are available to anyone with a free account. You still need to pay to develop apps for sale, though
