Yes. If you go to say the US to France, you can still use your iPhone. Just keep in mind the charges are astronomical.

Data charges, yes but roaming calls are not totally out of line. Just keep Data roaming turned off (default setting) and use Wifi at McDonald's instead.

When I was in London last summer, I did just that to check my email in the morning.
