iPhone 3g, 05.14.02, 4.1 - Options?

Friend bought a 3G phone (MB704LL/A) that has 4.1 installed and the dreaded baseband 05.14.02. They live overseas, so an unlock is a must. Since that is the case the phone has to have the iPad baseband (06.15).

Since it is a 3G phone I'd rather downgrade it to 3.1.3 with a custom IPSW (the way my phone is). Can I do that and still install 06.15? Or do I have to install 4.2.1 in order for 06.15 to work?
