hi all,
im pretty new to iPhone, i was a WM user up until now.(i should have had an iPhone long ago).

i have 2.2 FW, its jailbroken and unlocked.
i have installed many apps and the iphone is pretty slow, so i would like to reinstall it without all apps.

if i will soft reset it using "erase all content & settings", will it still be jailbroken and unlocked afterwards ?

the same question for a hard reset !

No, the only way to get rid of a jailbreak is to restore the phone. Just make sure it backs up when it syncs with iTunes, and then restore it. Your iPhone will return to the same state as before the restore, minus any apps/plugins associated with having it jailbroken.
