Hello, I just got an iphone 4 and wanted to give my 3g 8GB to a friend, he doesnt want to use it as an actual phone, but as a media device, connect to internet, get apps, movies, music etc. I was wondering, can I Erase All Content and Settings, and he still be able to use it as a media device?

Yeah he can use it as a touch even without a sim

A SIM card (active or inactive) is required if you perform an "Erase All Content" "Restore" or "Upgrade", If you perform any of these 3 and their is no SIM card present, it will display this:

Once it detects the SIM card in the tray, you will get this and then be allowed to remove the SIM card:
