I reset my phone and restore the back up file 3.1.2 to jailbreak it. Then my computer went off because low battery, the I try to do restore mode on my iphone and still wont come on WHAT DO I DO? i already tried dfu mode and recovery mode and it wont turn on

If it Won't turn on try taking to to the Apple Store...and tell them that you restored it an after it wouldn't boot up
If you tell them you laptop died in the middle of a restore they might just blame you.
