iPhone 3G: can it be use with other SIMs outside UK?

I'm going to buy an iPhone 4 and I would like to give to my father my iPhone 3G. He lives in Italy and I in UK, I was wondering if he could use the iPhone with an Italian SIM card. Anyone knows? Is that the unlocking thing everyone's talking about?

Yes. If it's an O2 supplied phone then they can unlock it for you
