iphone 3g doesn't get home screen wallpaper option?

just updated my 3g to ios4 last night and i don't have the option to apply a photo to the home screen... only as a normal wallpaper.

what's up?

3G does not get homescreen wallpapers or multitasking unless you jailbreak.
