I searched around but really couldn't find an answer...

I'm looking at getting an iPhone 3G. My question is if there is a way to have the iPhone set so Bluetooth only turns on when external power is applied? That way I don't drain my battery when it is not plugged in. Case in point, I have Bluetooth in my BMW and would like to be able to just plug it in and have Bluetooth turn on automatically on the iPhone and have it pair with my car's system.

No, but Bluetooth uses a minimal amount of power, and automatically sleeps when the device it is paired to goes into power-saving mode. The real battery hog is location services. Make sure that after you use Maps or another app that uses them that you go back into settings and turn it off.
