I tried to restore my iPhone which was on ios 4 to make it 3.1.3 and it didn't work, so I tried to make it 3.1.2, it didn't work so I tried to make it a clean restore back to 4.0 and it won't do that either then I took it to the apple stir and he said it was hardware related and because I was out of warranty I have to pay £139 to fix it.

Any suggestions to restore it??!??

Follow those instructions to downgrade. It's easy.
 
I think I had some of those same errors going from 3.13 to 3.12. I was using Windows to do it, i kept getting an error (can't remember the exact one.) After I got the error I had to run blackra1n or spirit to jailbreak it then it rebooted and worked fine.
