If you mean to downgade the baseband itself it is not possible. If you mean downgrade a phone that is running that baseband them all you need is a custom firmware cooked with pwnage tool

My understanding is that they are working on "Skipping" the new baseband "check" that was implemented on 4.2.1, I haven't seen anything about BB downgrade, since it is very hard, the BB upgrade use a similar SHSH check as the firmware without that key is close to impossible to do it and those SHSH haven't been found yet. I really doubt that with all the work on the unlock and untethered JB that is going on they are expending any time in such a hard task.

But them again maybe I just missed that, if you got a source please link it.
 
I think there was a misunderstanding and the baseband downgrade was the one for the old boot 3G, that is out.
