iPhone 3GS activation problem

Hey, so i restored my iPhone from version 5.1.1 due to it being stuck on the apple logo to iOS 6?? And whenever i try to activate my iPhone it gives me a message that Their unable to activate it at this time.. Can somebody please help me?

Will pay money troughout PayPal!:D ( If it get's fixed )
